It is not that the UN has ignored the plight of the South, but rather that the member states of the UN have failed to comply and to implement the years of obligations and commitments made to the South and to women through the UN system.

In the heat of an international crisis, the Security Council passes resolutions to great public fanfare, establishing an official UN mandate. But then the UN Secretary General is left, resolution in hand, to ask UN member states for the actual, tangible resources necessary to implement what has been commanded.

But such views reflect a misunderstanding of the UN s nature. The UN is more an instrument of its member states than an independent actor in world politics.

With no forces of its own and a relatively tiny budget, the UN has only as much hard power as it can borrow from its member states. It was created in 1945 to be the servant of its member states, and Article 2.7 of its charter protects the sovereign jurisdiction of its members.

The Foundation serves two purposes it is a repository of voluntary earmarked and non earmarked contributions by Member States for the implementation of the work programme of UN Habitat and, since 2004, it is a special vehicle designed to assist Member States in mobilizing public and private capital for follow up investment.

What hard power the UN has must be begged and borrowed from the member states. And when they cannot agree on a course of action, it is difficult for the organization to operate.
