But enlargement fatigue among the member states continues to muddy this optimistic forecast. Although more than three quarters of the EU s member states are former enlargement countries, the Union s expansion is no longer viewed as an unalloyed success story.

EU enlargement brought greater prosperity, with living standards improving throughout the Union, particularly in the new member states. But many of the older member states also benefitted, and not only in economically measureable ways.

Fiji also supports the efforts to move ahead with the reform through a proposal asking Member States to take serious decisions on the progress of the enlargement process.

But the decision to create a common market without a common government was simply storing up trouble for the future. Everything since enlargement to 27 member states and the creation of the 16 member eurozone has widened the gap between rhetoric and reality.

China appeals to and urges all Member States to proceed from the consideration of maintaining the unity and long term interests of the United Nations and to make every effort to avoid an unfortunate situation in which a showdown on Security Council enlargement is forced upon Member States while conditions are net yet ripe.

Regrettably, it failed to reach agreement on the enlargement of the Council, especially on an increase in the permanent member category.

China is convinced that Member States still have the time and opportunity to achieve a broad consensus on the enlargement of the Security Council. The key lies in the genuine political will and the spirit of compromise of all sides.

By 30 September 2005, the Committee had received 622 reports from Member States and others. This figure includes first reports from 191 Member States, 169 second reports from Member States, 130 third reports from Member States, 101 fourth reports from Member States and 22 fifth reports from Member States.

GUUAM member States agree that the enlargement of the Security Council should go hand in hand with the reform of its working methods, in order to increase its efficiency and transparency and to strengthen the democratic and accountable nature of that body.

This variant has a triple positive effect, on the number of unrepresented Member States, Member States within range and overrepresented Member States.

But now the 25 member states must deal with the financial consequences of that enlargement, not just in the overall size of the European Union budget for the next seven years, but in who pays and who benefits. In particular, the central issue is how far the old member states are willing to pay to boost the less developed economies of the new members.

On the question of the enlargement of the Security Council, any hasty action in disregard of the interests of all sides will create serious division among Member States and may result in a final outcome of the September summit that is not up to our expectations.

Let me say at the outset that, while Canada regards Security Council enlargement as a worthy objective, we urge Member States not to allow this single issue to distract us unduly from the many other crucial subjects with which we want leaders to deal decisively in September.
