The participants from west Africa will develop capacities to reflect more critically on land degradation and rural livelihood issues.

Member States should also develop emergency response telecommunication capacities and establish rosters of telecommunication resources to be made available during emergencies.

Strengthen the institutional capacities of small island developing States, including their capacity to develop trade related policies and relevant regulatory measures.

For their part, agencies need to build institutional accountability, develop capacities at all levels of staff, perform gender audits and gender responsive budgeting and develop base line data and means for tracking change.

This has enabled them to develop a vibrant domestic audiovisual industry, without the need to adopt domestic policies for protecting and promoting local supply capacities.

South South cooperation, including the promotion of regional trade, could add new sources of financing and develop new export capacities in the least developed countries.

Today's successful economies were able to develop such institutions consistent with national political and social cultures and with the bureaucratic and entrepreneurial capacities of local elites.

The Secretary General reiterates the need to develop global capacities for systematic people centred early warning systems, covering all hazards and all countries and communities at risk.

4. Invites Governments to continue to develop strategies and programmes aimed at strengthening national capacities to address national priorities relating to family issues, and encourages the United Nations Programme on the Family, within its mandate, to assist Governments in this regard, including through the provision of technical assistance to build and develop national capacities in the area of formulating, implementing and monitoring family policies

The complexity of trade negotiations and the related challenges faced by small island developing States justify the efforts to develop the negotiating capacities of small island developing States.

As part of planning for early childhood, the Committee encourages States parties to develop national and local capacities for early childhood research, especially from a rights based perspective.

The project aims to introduce participants to various aspects of conflict and torture prevention work and to develop tools for NHRIs to be able to build appropriate capacities.

It is also necessary to continue and enhance assistance to developing States to develop control and management capacities that will allow them to contribute to this global effort.

(iii) Supporting training and capacity building activities to assist developing countries and countries with economies in transition in their efforts to develop or strengthen capacities to implement the Convention

By building capacities and strengthening partnerships to develop evidence, analysis, participation and civic education, focus area 5 will complement the other focus areas by addressing overarching and cross cutting policy issues.

To invite the Governments of Arab States to develop human capacities and strengthen and build national institutional frameworks for sustainable development as a fundamental prerequisite for successful implementation of the plan

As the host country of the African Centre for Study and Research on Terrorism, Algeria intends to develop the capacities of the Centre and contribute to the development of its activities.

In the context of sustainable fisheries, the need to enable developing countries to develop national, regional, and subregional capacities for infrastructure and integrated management and the sustainable use of fisheries cannot be overemphasized.

In particular, the Division will focus on strengthening country capacities to conduct the decennial censuses, as well as relevant social and economic surveys, to produce national accounts and to develop systems of environmental statistics.

The Partnership has three main objectives (1) to develop a common set of core ICT indicators, harmonized and agreed upon internationally (2) to enhance the capacities of NSOs in developing countries to develop their compilation of statistics on the information society on the basis of such indicators and (3) to develop a global database on ICT indicators and make it available on the Internet.

Strengthening national capacities.

The project provides an integrated framework for strengthening early warning systems in the region, recognizing the need to develop the tsunami early warning system within the context of multiple hazards, disaster management capacities and risk reduction.

The index helps organizations to diagnose levels of innovation, identify weak areas and develop action plans to fortify their innovation capacities.18 The overall results of the index can serve as a reference for national innovation strategies.

This project addresses the growing digital gap between the North and South, and more particularly as regards Africa, by helping to develop knowledge and capacities in new information and communication technologies for use in promoting sustainable development.

States that wished to exercise their undoubted right to develop and use nuclear energy for peaceful purposes must not insist that they could do so only by developing capacities that might be used to create nuclear weapons, but neither should they be left to feel that the development of such capacities was the only way to enjoy the benefits of nuclear energy.

Further activities are planned, including technical training and public awareness activities, to help develop the capacities of communities to understand their tsunami risks and to effectively respond to warnings, and the development of lessons learned and good practice information.

It was to be hoped that at the Bali meeting the international community would show that it was determined to build up the capacities of the developing countries in order to enable them to develop without damaging the environment.

Rapid and effective deployment capacities

15. Recognizes that information and telecommunication technology can play an important role in disaster response, encourages Member States to develop emergency response telecommunication capacities, and encourages the international community to assist the efforts of developing countries in this area, where needed

Measures to combat poverty, improve families' quality of life and enable them to develop their capacities with a view to helping them continue steadfastly to erform their basic functions, contribute more effectively to social action and the reinforcement of social stability.

Experts had agreed that Governments should be encouraged to strengthen the mandate of investment promotion agencies in the field of policy advocacy and that UNCTAD should further develop its programme for building the capacities of such agencies to perform that function.
