The timekeepers are central banks. But their control of the clock is less than perfect and it will become increasingly ineffective if economic improvement faces additional political headwinds in the months ahead.

Economic growth rates in other systemically large countries, including Turkey and Mexico, have risen as well, despite European and US headwinds. Many African countries, too, are showing a broad pattern of sound macroeconomic fundamentals, durable growth acceleration, economic diversification, and investor confidence.

The economic headwinds are formidable fiscal austerity, high interest rates outside AAA rated countries, credit cutting by banks, deleveraging households, weak private sector investment, and declining exports as the global slowdown undermines demand.

BERLIN In his speech at the 2015 World Economic Forum meeting in Davos, Chinese Premier Li Keqiang acknowledged that China s economy is facing strong headwinds. Annual GDP growth in 2014 was 7.4 , the lowest rate since 1990.

For other countries, including the US, medium term issues came to the fore. But, rather than catalyzing sensible policy discussions, these issues played into polarized and polarizing politics, creating new and more immediate headwinds to economic growth.

Taken together, African politics, demography, and the delayed arrival of new technologies imposed severe headwinds against per capita growth of agricultural output in the last quarter of the twentieth century. But, looking forward, as these headwinds fade, faster growth and poverty alleviation are becoming easier to achieve.

Even the one factor that has effectively increased disposable incomes and augmented demand sharply declining commodity prices, particularly for fossil fuels is ultimately problematic. Indeed, for commodity exporting countries, the fall in prices is generating fiscal and economic headwinds of varying intensity.

With economic headwinds dissipating, the United States prospects for faster GDP growth appear promising. But there is also a significant risk that a large and unnecessary dose of fiscal austerity will weaken demand, undermine confidence, and tip the economy back into recession.

CAMBRIDGE For the past six years, I have been skeptical about the standard optimistic forecasts of the pace of US economic growth in the year ahead. Where most forecasters and policy officials saw green shoots and reasons for confidence, I saw strong headwinds that would cause an economic downturn and then a subpar recovery.

The persistently anemic recovery and its attendant headwinds in the US labor market belie this assumption.

In the US, the story is one of continued recovery as the headwinds slowing growth dissipate. State and local government budgets are improving, the housing market is strengthening, and households are deleveraging and repairing their balance sheets.

In short, the Fed s exit from zero policy rates will cause serious problems for those emerging market economies that have large internal and external borrowing needs, large stocks of dollar denominated debt, and macroeconomic and policy fragilities. China s economic slowdown, together with the end of the commodity super cycle, will create additional headwinds for emerging economies, most of which have not implemented the structural reforms needed to boost their potential growth.

Looking ahead, strong headwinds imply that it will be difficult to achieve better economic performance in the rest of the year. Higher energy prices are reducing real household spending on non energy goods and services weakness in Europe and Asia will hurt America s exports state and local governments are cutting their spending and concerns about higher taxes in 2013 will dampen both business investment and big ticket consumer spending.

Residential investment is still at an historic low as a share of GDP as a result of overbuilding during the 2003 2008 housing boom and the tsunami of foreclosures that followed. But the headwinds in the housing market are dissipating.

Even immigration reform a bipartisan pro growth issue with considerable support from much of American society has languished unnecessarily. More broadly, Congress took no significant action to avoid headwinds that impose a drag on growth and discourage companies and individuals from investing in their future.

He is right. But the real worry is not the risk associated with near term challenges, like Japan s return to recession in 2014 or the eurozone s enduring sluggishness it is the gale force headwinds that the entire world will face over the next half century.

In recent years, as the changes of global economy and political power balance, some newly developing markets and developing countries have emerged in groups, playing a greater role in the major international multilateral mechanisms, and providing new development impetus for the multilateralism that has suffered from the headwinds.

Likewise, the third engine, Japan, is running out of fuel after a year of fiscal and monetary stimulus. And emerging markets (the fourth engine) are slowing sharply as decade long global tailwinds rapid Chinese growth, zero policy rates and quantitative easing by the US Federal Reserve, and a commodity super cycle become headwinds.

In 1989, Francis Fukuyama claimed in a famous essay that the Cold War s end marked the end of ideological evolution, the end of history, with the universalization of Western liberal democracy as the final form of human government. Yet, two decades on, the global spread of democracy has been encountering increasingly strong headwinds.

The headwinds buffeting the US recovery impaired household balance sheets, a depressed housing market, and government spending and employment cuts are dissipating. Household debt has fallen to levels last seen in the early 1990 s, real household net worth has returned to its pre recession peak, and residential investment as a share of GDP is rising.

Emerging markets are facing headwinds (owing to a fall in commodity prices and the risks associated with China s structural transformation and the Fed s monetary policy shift) at a time when their own macroeconomic policies are still too loose and the lack of structural reforms has undermined potential growth. Moreover many of these emerging markets face political and electoral risks.

Despite continuing economic recovery, economic fundamentals remain, however, inadequate.

An assessment of sovereign risk that is systematic and data driven could help to spot the risks that changing global headwinds imply. To that extent, it provides exactly what the world needs now an approach that removes the need to rely on the ad hoc and slow moving approach of ratings agencies and the noisy and volatile signals coming from markets.

The AJA amounted to about 3 of GDP and was designed to take effect in 2012, providing a timely employment boost and insurance for the US recovery against global headwinds. Most of its measures had enjoyed bipartisan support in the past tax cuts comprised about 56 of the total cost and the package was paid for in Obama s long term deficit reduction plan.

With significant elements of the global economy and external demand facing headwinds, China s acceptance (so far) of a growth slowdown, while its new growth engines kick in, is a good sign, in my view. It suggests that policymakers are playing for longer run sustainable growth and have become warier of policies that, if used persistently, amount to a defective, unsustainable growth model.

These are grim economic times, fellow TEDsters, grim economic times indeed.
