Draft harmonized reporting guidelines

Provisional guidelines for reporting by states parties to the convention

Developed policies and guidelines relating to efficient court reporting.

Reporting Non Annex I Parties generally followed the UNFCCC guidelines in reporting impacts, vulnerability and adaptation.

Guidelines on thematic reporting were disseminated on 18 March 2005.

The proposed harmonized guidelines for reporting could be useful for Member States by reducing the burden of preparing country reports and developing efficient country mechanisms for comprehensive and timely reporting.

Guidelines have been provided for reporting publishing and disseminating materials based on gender discrimination and violence against women.

The current inventory reporting guidelines are contained in document FCCC SBSTA 2004 8.

Guidelines for the preparation of national communications by Parties included in Annex I to the Convention, Part I UNFCCC reporting guidelines on annual inventories (FCCC CP 1999 7) or any subsequent revision of these guidelines by the COP.

The Convention secretariat also incorporated the land use, land use change and forestry common reporting format tables and related technical modifications into the Guidelines for the Preparation of National Communications by Parties included in Annex I to the Convention, Part I UNFCCC Reporting Guidelines on Annual Inventories.

It encouraged States parties to comply with their reporting obligation under the Convention in accordance with the provisional reporting guidelines adopted by the Committee.

Reporting Most Parties reported on their research activities in general, as requested in the guidelines.

Because of the recent adoption of new reporting requirements for LULUCF1 and the fact that in 2005 Parties will be reporting using these guidelines for the first time, this sector is expected to pose particular challenges for review in 2005.

The inventory reporting guidelines were revised by decisions 18 CP.8 and 13 CP.9, after these national system guidelines were agreed by decision 20 CP.7.

At its 12th meeting, on 26 April 2005, Mr. Kamel Filali, Rapporteur for the harmonization of reporting under the treaty bodies, discussed with the Committee the draft guidelines on an expanded core document and treaty specific targeted reports and harmonized guidelines on reporting under the international human rights treaties (HRI MC 2004 3).

The implementation of human rights was contingent upon a sound monitoring system, and the revised draft harmonized guidelines on reporting under the international human rights treaties were an important tool for improving the reporting obligations of States parties.

At its second session, held in Geneva from 25 to 29 April 2005, the Committee adopted reporting guidelines for the presentation of initial reports by States parties.

Notation keys, as described in paragraph 28 of the reporting guidelines, should be used where data have not been entered.

Parties shall provide explanations for these transactions in accompanying text, as required by paragraph 8 of section E of the guidelines for reporting under Article 7 of the Kyoto Protocol.

As stated in these reporting guidelines, the CRF consists of summary report and sectoral report tables from the Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories (IPCC Guidelines) plus newly developed sectoral background data tables and other tables that are consistent with the IPCC Guidelines and the IPCC Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories.

In this connection, the Committee draws the attention of the State party to its general recommendation IV (1973) on reporting by States, as well as to paragraph 8 of its reporting guidelines.

The Committee welcomes the submission of the State party's initial report, which follows the guidelines for reporting, but regrets that it was submitted more than 10 years late.

The Committee discussed its reporting guidelines while keeping in mind the need to streamline reporting under the different United Nations human rights treaties as well as the desirability of an expanded core document.

Meanwhile, the Committee welcomed the submission by States parties of simple reports, preferably based on the reporting guidelines adopted by the Committee.

At its 976th meeting, held the same day, the Committee discussed the draft guidelines on an expanded core document and targeted reports and harmonized guidelines for reporting under the international human rights treaties (HRI MC 2004 3) and transmitted its comments to the Secretariat.

Harmonized guidelines on reporting to all treaty bodies should be finalized and implemented so that these bodies can function as a unified system.

It was noted that the proposals for the harmonization of reporting requirements had been under consideration at least since September 2002, and the timetable for the finalization and adoption of the draft guidelines was discussed.

Due to recent changes in the inventory reporting guidelines for the land use, land use change and forestry (LULUCF) sector, a new version of the software was released in early September 2005.

In order to assist States parties in their reporting tasks, the Committee shall issue general guidelines for the preparation of initial reports and of periodic reports, taking into account the consolidated guidelines, common to all the human rights treaty bodies, for the first part of initial and periodic reports of States parties.

Several representatives of States parties welcomed the adoption of the Committee's provisional reporting guidelines and mentioned that they were in the process of preparing the initial report under article 73 of the Convention and in accordance with the guidelines.

It regrets, however, that the report, which lacks detailed information on the practical implementation of the Convention, does not fully comply with the reporting guidelines.

In accordance with the reporting guidelines, this Report builds upon our previous reports. Accordingly, it refrains from repeating previous information and explanations, except when necessary.
