2. For each State ratifying or acceding to this Convention after the deposit of the twentieth instrument of ratification or accession, this Convention shall enter into force on the thirtieth day after the date of the deposit of that State's instrument of ratification or accession.

First, Mexico deposited its instrument of ratification of the Rome Statute with the Secretary General on 28 October.

It signed the Biological Weapons Convention on 10 April 1972 and deposited its instrument of ratification on 26 March 1975.

2. For each State ratifying, accepting, approving or acceding to the present Convention after the deposit of the thirtieth instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the thirtieth day after the deposit by such State of its instrument of ratification, acceptance, approval or accession.

The UK signed the Chemical Weapons Convention on 13 January 1993 and deposited its instrument of ratification on 13 May 1996.

For each State ratifying the present Protocol or acceding to it after the deposit with the Secretary General of the United Nations of the twentieth instrument of ratification or accession, the present Protocol shall enter into force on the thirtieth day after the date of deposit of its own instrument of ratification or accession.

When a new instrument is adopted, we consider whether ratification is appropriate, and whether implementing legislation would be required.

I am also happy to report that early this year Kenya completed the requisite national processes for the ratification of the statute and deposited its instrument of ratification on 15 March 2005, thus becoming the ninety eighth State party.

Many delegations objected to that proposal, arguing, inter alia, that it was unacceptable for financial considerations to stand in the way of ratification of the instrument.

It would be clear from the instrument of accession or ratification which areas were regulated by Community instruments and which were governed by national law.

It deposited its instrument of ratification for the Nuclear Non Proliferation Treaty on 1 July 1968 and is one of the three Depository Governments for the Treaty.

The UK signed the Convention on the Physical Protection of Nuclear Materials (CPPNM) on 13 June 1980 and deposited its instrument of ratification on 6 September 1991.

Austria signed the Test Ban Treaty on 24 September 1996, when it was opened for signature, and deposited its instrument of ratification on 13 March 1998.

Mr. Gómez Robledo (Mexico) (spoke in Spanish) After five years of intense and prolonged deliberations, on 28 October, Mexico deposited its instrument of ratification of the Rome Statute.

Any State, at the time of signature, ratification or accession, may declare that this instrument will be extended to all territory for whose international relations it is responsible.

In accordance with article 68, the Convention shall enter into force on the ninetieth day after the date of deposit of the thirtieth instrument of ratification, acceptance, approval or accession.

The Protocol shall enter into force on the thirtieth day after the date of deposit with the Secretary General of the United Nations of the twentieth instrument of ratification or accession.

2. Any instrument of ratification, acceptance, approval or accession deposited after the entry into force of an amendment to this Convention is deemed to apply to the Convention as amended.

No State or regional economic integration organization may deposit an instrument of ratification, acceptance, approval or accession to this Amendment unless it has previously, or simultaneously, deposited such an instrument to the Amendment adopted at the Eleventh Meeting of the Parties in Beijing, 3 December 1999.

The Convention was ratified by the People's Assembly at its session of 1 February 2005 and the instrument of ratification is in the process of being deposited by the Ministry of Foreign Affairs (attachment 2).

Mr. Jian (China) said that his Government had completed the domestic legislative procedure required to accede to the Convention and had deposited its instrument of ratification with the Secretary General during the year.

The present Convention shall enter into force on the thirtieth day following the date of the deposit of the twenty second instrument of ratification, acceptance, approval or accession with the Secretary General of the United Nations.

On 28 May and on 2 June 1993, respectively, Slovakia and the Czech Republic deposited their instruments of succession to the signature and the Czech Republic deposited its instrument of ratification on 23 June 1995.
