There must be universal ratification of the core human rights treaties, followed by implementation and reporting. States must accept the universality, indivisibility and interdependence of human rights and the principle of non discrimination.

The Terrorism Prevention Branch will reinforce its activities as a key provider of technical assistance to requesting States for the ratification and implementation of the 13 universal legal instruments against terrorism.

Further, Workshop 5 will attempt to promote the ratification and implementation of the Organized Crime Convention and the United Nations Convention against Corruption, in particular as regards their provisions relating to money laundering.
