48. The Board recommends that the Programme adopt a more prudent approach in the planning of its projects, ensuring that projects have realistic start dates and duration, and sound procurement planning, financial resources and execution arrangements.

The Committee understands that weaknesses in procurement planning identified by the Board of Auditors7 still persist in the Secretariat.

54. The Office of Planning and Support is responsible for the planning of potential peacekeeping operations and for providing the overall coordination of all administrative and logistics support activities for field missions, including staffing, finance, logistics and procurement.

While the Board recognizes that changes in the operational requirements resulting from political and or military necessities may hinder the accuracy of procurement planning, the Board recommends that the Administration establish a global procurement planning process in order to avoid unwarranted extensions of contracts and also to benefit from economies of scale where possible.

Whether ERA is an optional phase or a distinct method, a decision on the use of ERA in procurement proceedings is to be made at the procurement planning stage since it has to be reflected in the procurement notice (see below, para.
