This portion of the study will therefore examine how corruption affects public contracting and procurement, be it corruption in health sector procurement, in the education sector, and in the provision of social amenities (e.g. road construction, procurement of goods and services, etc.).

In the systems that recognize ERAs as an optional phase, general procurement rules address the provision of solicitation documents.

For the same reason, and just as individual manuals make no provision for cooperation and coordination with other organizations in the conduct of procurement activities, these common guidelines do not include any such provision, which would be useful in facilitating the work of common procurement services in particular, especially at field duty stations (see below).

The Working Group reaffirmed its earlier decision that those conditions fall to be treated in general law on electronic commerce and not in procurement law, and consequently that the Model Law would not address them and that provisions regarding electronic communications would be included in the Model Law if the procurement context strictly required such provision.

UNDP supports such a procurement policy and has incorporated it into the Procurement Manual.

Unlike WFP where a separate food procurement unit and manual would seem justified by the highly specialized and even complex requirements of food procurement and delivery, specialized procurement units operating under different systems of accountability might not represent optimal use of procurement resources, particularly in cases of relatively low procurement volume.

Most of the organizations currently use e procurement for displaying or posting procurement information on their web sites, including procurement guidelines, and for communicating with suppliers and clients.

The General Legal Division revised the draft amendment, incorporating in it suggested criteria for the application of the provision the amendment has now been adopted as section 9.8 of the Procurement Manual.

For example, in Australia, public procurement is largely governed by government procurement policies, consisting of Commonwealth Procurement Guidelines, Finance Circulars and Procurement Guidance, the latter including a range of web based and printed guidance documents developed by the Department of Finance and Administration to assist agencies and officials to implement the Government's procurement policy.

As regards the acceptance of tenders and entry into force of a procurement contract, the Working Group concluded that no specific provision to enable these matters to be handled electronically was needed in the Model Law.

UNICEF agrees with the issue of electronic procurement and notes that the best benchmark for measuring progress would be other public procurement organizations that have been successfully implementing e procurement.

E. Procurement, asset and administrative management

Notes progress towards the harmonization of Headquarters and mission procurement databases, and in this regard welcomes the continued efforts towards improved transparency and accountability of a comprehensive procurement system, including the availability of peacekeeping procurement data for Member States, as currently displayed on the United Nations Procurement Service website

Although procurement staff training has been one of the recurrent items in General Assembly resolutions on procurement reform in the United Nations, and notwithstanding some improvements by the United Nations Procurement Division, the procurement training function remains by and large a haphazard undertaking at cross organizational level.

Taking this into account, the Advisory Committee recommends approval of posts for one Procurement Assistant (Field Service) three Procurement Assistants (national General Service staff) and two Procurement Assistants (United Nations Volunteers).
