WFP continued its engagement in preparedness for humanitarian response, with contingency planning covering more than 30 countries.

Contingency planning should be seen as an ongoing preparedness mechanism rather than as a one off exercise.

These included planning of a workshop on emergency preparedness which will be organized with the IGAD secretariat.

36. Emergency preparedness has been strengthened through an increased emphasis on contingency planning. During the reporting period, staff from the Emergency Preparedness and Response Section successfully facilitated collaborative contingency planning processes in Croatia, Eritrea, the Sudan and the United Republic of Tanzania.

UNICEF will support national efforts for preparedness planning for WASH as part of its commitment to develop preparedness plans in all the countries in which it works (see Section E).

Preparedness planning for all disasters and emergencies involves national civil defence, emergency response organizations and various government departments.

Disaster risk mitigation and preparedness are integral to the planning of human settlements in countries prone to natural disasters.

The view was expressed that member States could include the threat of near Earth objects in their disaster preparedness planning.

Its emergency response and preparedness framework consisted of comprehensive food security and vulnerability analysis a food security monitoring system early warning and contingency planning emergency food security assessment and response planning.

39. The past two years have seen an increasing acceptance of the need for more systematic implementation of contingency planning and field level preparedness.

In many of these exercises, WFP provided inter agency leadership through the IASC Sub Working Group on Preparedness and Contingency Planning, which it co chairs.

If 2005 has taught the world anything, it is that disaster mitigation and emergency preparedness must be an even higher priority and must be integrated into development planning.

38. Much of the effectiveness of the initial response to an emergency depends on the contingency planning and preparedness activities carried out in response to early warning signals.

To this effect, the inter agency consultations on early warning should be resumed and the conclusions fed into the IASC process in order to facilitate contingency planning and preparedness.

In paragraph 163, the Board recommended that UNICEF review its guidance on emergency preparedness and response planning to ensure that critical areas such as human resources and supply are covered in sufficient detail.

43. Although contingency planning and implementation of situation specific preparedness measures are inexpensive activities and can be extremely beneficial should an emergency actually occur, inadequate funding remains an important constraint to their development.
