Since the region is so rich in resources, change could be readily achieved in a more regionally integrative and tension defused environment.

For example, the United Nations Environment Programme (UNEP), the principal United Nations body for environment, received only 4 per cent of its resources from the regular budget of the United Nations.

Efforts were being made to optimize the use of human and financial resources and to create a pluralistic, participatory and non discriminatory working environment.

With regard to the multilateral system for the protection of the environment, there should be greater convergence among the very large number of standards and conventions concerning the environment and natural resources, and at the lowest possible cost.

My country attaches great importance to the conservation and protection of the environment, as human life is fundamentally dependent on natural systems and resources.
