If this mismanagement continues, not only Greece but also European unity will be fatally undermined. To save both Greece and Europe, the new bailout package must include two big things not yet agreed.

This is a dangerous idea, for several reasons. For starters, the IMF s research and similar studies show that the likelihood of a bailout over the life of the bonds already issued by banks is indeed now lower.

Regardless of the details of the ultimate deal, the risk is that the ghost of Russia s bailout of Cyprus in 2011 could provoke severe side effects across Southern Europe, both for governments borrowing costs and for small savers.

The key to making such a system work is to ensure that national governments are held accountable for their economic policies. All treaties and commitments including, crucially, the Maastricht Treaty s no bailout clause must be respected without exception.
