The CDM allows Annex I countries to obtain credit for emissions reductions resulting from investments in project activities in developing countries.

Subsequent to the monitoring and reporting of reductions in anthropogenic emissions, CERs resulting from a CDM project activity during a specified time period shall be calculated, applying the registered methodology, by subtracting the actual anthropogenic emissions by sources from baseline emissions and adjusting for leakage.

As recognized by the IPCC in its Second Assessment Report, there is still great uncertainty associated with net anthropogenic emissions resulting from activities other than combustion of fossil fuels.

For example, CH4 and N2O emissions from fuel combustion activities could be calculated from CO2 emissions, if available.

Such activities include, inter alia, methane emissions from agriculture and waste sectors, coal mining, biomass burning carbon dioxide emissions from land use change and forestry and nitrous oxide emissions from all sectors.

Since the emissions resulting from these activities depend on local circumstances, and make up a large proportion of the national emissions of non Annex I Parties, such Parties should make efforts to obtain field observation data to decrease the uncertainties associated with the inventory of these emissions, taking into account the further development of the IPCC methodology.

The parties agreed to substantially reduce discharges, emissions and losses of radioactive substances by 2000 and, by 2020, to reduce them to levels where the additional concentrations in the marine environment above historic levels, resulting from such discharges, emissions and losses, are close to zero.68

For starters, the manufacturing process that produces electric cars especially their batteries requires an enormous amount of energy, most of it generated with fossil fuels. A life cycle analysis shows that almost half of an electric car s entire CO2 emissions result from its production, more than double the emissions resulting from the production of a gasoline powered car.

Not only have emissions from transport been increasing, for the majority of Parties they have been increasing faster than emissions from other sources.

Iran, for example, is planning to generate 10 20 per cent of its electrical energy from nuclear power by 2005, resulting in an estimated potential 3 per cent reduction in Iran's total carbon dioxide emissions.

A Party included in Annex I shall not account for emissions by sources and removals by sinks resulting from activities under Article 3, paragraph 4, if these are already accounted for under Article 3, paragraph 3.

For 13 Parties, CO2 emissions from fuel combustion represented more than 90 per cent of the total CO2 emissions.

Only three Parties reported increased N2O emissions from industrial processes, while for six Parties emissions from this sector decreased by more than 10 per cent.

Consistent with the Revised 1996 IPCC Guidelines, memo items, such as emissions estimates from international marine and aviation bunker fuels, CO2 emissions from biomass and emissions from multilateral operations, should be reported in the appropriate tables, but not included in the national totals.

Only two Parties (NLD, SWE) projected an increase in their emissions from industrial processes and only four (CAN, NOR, SLO, SWE) in emissions from agricultural soils.
