A. Reconstituting of the Accountability Panel as the Management Performance Board

The African Group is convinced that mutual accountability will ensure improved development performance and sustained aid increases.

It fosters a culture of transparency and accountability and of striving to improve the performance of UNIDO's activities.

Objective To improve the design, efficiency and effectiveness of UNIDO services, and to meet accountability requirements on project and programme performance.

Governments may also promote the accountability of private sector contractors by promoting public involvement in monitoring and evaluation of system performance.

At the institutional level, rules, management systems and administrative procedures should require honest reporting, sharing of information and accountability for performance.

Results based management involves the following key steps defining strategic objectives specifying results that contribute to these goals and aligning programmes, processes and resources behind them engaging in ongoing monitoring and assessment of performance and improving accountability by means of continuous feedback on performance.

It also responds to the particular importance that UNIDO's Member States attach to RBM as a management tool for improving organizational performance, enhancing transparency of reporting process and thus accountability.

Prioritizing public policies, designing programmes, delivering services and evaluating government performance face challenges related to the strengthening and safeguarding of integrity, transparency and accountability in the management of public affairs.

8. Welcomes the establishment of the Management Performance Board to strengthen the accountability framework of senior managers so as to ensure that they are properly undertaking the responsibilities that have been entrusted to them, including their performance in achieving the objectives contained in human resources action plans

Through the promulgation of Secretary General's bulletin ST SGB 2005 13, which took effect from 13 May 2005, the Secretary General has replaced the Accountability Panel with the Management Performance Board.

We support the Secretary General's proposals to strengthen Secretariat capacity through the improved performance of senior management and by enhancing oversight, accountability and transparency we hope that this will be sustained.

It is of vital importance to ensure greater transparency in the decision making process, accountability in performance and access and better participation of non Member States in the work of the Council.

The Steering Committee has been replaced by the new Senior Committee on Management, while the Management Performance Board replaces the Accountability Panel, according to the Secretary General's announcement issued in April 2005.

10. Also requests the Secretary General to reconstitute the Accountability Panel so as to strengthen the internal system of accountability, including with respect to human resources policies and objectives, and to ensure that the Panel has the authority necessary to hold programme managers accountable for their performance in achieving the objectives contained in human resources action plans

Decentralization requires accountability at all levels and corresponding multiple accountability mechanisms elections alone are insufficient.

The Organization maintained a strong emphasis on improving client orientation in the delivery of services and implemented measures to produce better results in all areas, with a renewed focus on accountability through both performance measurement and strengthened reporting.

The Programme was established in June 2003 to improve the performance and accountability of the Organization, pursuant to recommendations by the External Auditor (PBC.18 3) and the governing bodies (PBC conclusion 2002 2, Board decision IDB.26 Dec.2).
