Since the adoption of the Convention and its Protocols by the General Assembly, promoting ratification and providing assistance to States seeking to ratify and implement them has been a priority of UNODC.

She welcomed the steady momentum towards universal ratification of that Convention and called on the States that had not yet done so to ratify it as a matter of the highest priority.

The law should have a complete set of priority rules covering all possible priority conflicts.
