The Puebla Panama Plan included a natural disaster prevention and mitigation initiative, which incorporated risk management considerations in projects in all sectors.

Disaster reduction must be integrated as a matter of priority into national plans and programmes for sustainable development and poverty alleviation, in line with the Hyogo Declaration and its Plan of Action.

The UNDP, and the wider UN system, is supporting governments as they place greater emphasis on disaster risk reduction, including preparedness, by strengthening their institutional capacity to plan and act when needed. In addition to assisting with emergency relief, it is crucial that the international community help to introduce basic procedures for responding long before disaster strikes.

Due to the shortage of resources and the current engagement of the information and communication technology Security Officer in information security policy development activities, the disaster recovery plan issue was put on hold pending the finalization of the information security policy, which, once complete, will pave the way for the development of disaster recovery and business continuity plans.

Relevant United Nations organizations and donor Governments should strengthen the capacity of disaster prone countries in disaster mitigation, preparedness, response and post disaster recovery within a disaster risk reduction framework, by supporting relevant initiatives in this field.
