The Asian Disaster Reduction Centre is a specialized organization for disaster reduction based in Kobe, Japan.

We recognize that the international community has accumulated much experience with disaster risk reduction through the International Decade for Natural Disaster Reduction and the succeeding International Strategy for Disaster Reduction.

Recalling also the results, including the lessons learned, of the International Decade for Natural Disaster Reduction, outlined in the Geneva mandate on disaster reduction and the strategy document entitled A safer world in the twenty first century risk and disaster reduction ,Adopted at the programme forum on the International Decade for Natural Disaster Reduction, held at Geneva from 5 to 9 July 1999.

Those efforts involve linking climate change adaptation and disaster risk reduction, as well as ensuring that implementation of the Millennium Development Goals supports disaster risk reduction.

In support of this, UNDP will deploy national disaster risk reduction advisers to assist national efforts in capacity building for disaster risk reduction in 20 of the most disaster prone countries of the world.

The convening today of the Kobe World Conference on Disaster Reduction is an opportunity to draw up a framework for a disaster reduction strategy for this century.

Member States should implement the priorities set out in the Hyogo Framework for Action in support of the International Strategy for Disaster Reduction and, in particular, incorporate practical disaster reduction steps into sustainable development and poverty reduction strategies, as well as in disaster preparedness and response.

The secretariat of the International Strategy for Disaster Reduction is coordinating strategic guidelines to support national and regional efforts through the Inter Agency Task Force on Disaster Reduction.

New developments include partnerships in the Economic Community of West African States (ECOWAS) to promote disaster risk reduction and to design subregional common policies on disaster risk reduction.

Disaster reduction posed a challenge to all countries, especially developing countries, and the international community needed to build capacities for risk reduction, adaptation, early warning and post disaster reconstruction.

The agreements reached at the 2005 World Conference on Disaster Reduction were of interest to all vulnerable developing countries, which would benefit from global risk reduction and disaster preparedness strategies.
