Rather, they were the gross flows of finance from the US to Europe that allowed European banks to leverage their balance sheets, and the large, matching flows of money from European banks into toxic US subprime linked securities. Both critics and defenders of global imbalances almost entirely overlooked these gross flows in both directions across the North Atlantic.

These two traits put a great deal of bargaining power in the hands of those who control production and distribution, making them ideal for a market economy based on private property. Money naturally flows to where utility and value are being provided and those flows are easy to track in national accounts.

There is something intuitive about the idea that when the Fed prints money, the money flows into commodities, among other places, and so bids their prices up and thus that prices fall when interest rates rise. But, what, exactly, is the causal mechanism?

It is always a challenge for investigative authorities to trace and prove complex transnational money flows and, for that purpose, international cooperation is extremely important, as in the investigation of any other transnational financial crime.

However, these flows tend to be more volatile than official flows and pro cyclical.

This therefore calls for careful consideration and implementation of measures for streamlining the inflow of aid flows and avoiding harmful surges of flows.

International money flows aside from inflows into the US are not yet at levels associated with irrational exuberance, but there is still time for that to happen before interest rates start to rise. This is an alarming prospect, because if there is one lesson from the 1990's, it is that nobody should overestimate the stability of international financial flows.

Traditionally, a large majority of the budget has gone either on agriculture or on the development of backward regions. In practice, this has meant large flows of money either to big agricultural producers, like France, or to poorer member states, like Greece and Portugal.

Instead, what we see are social frameworks for all of the critical things that we use property and contract in the market information flows to decide what are interesting problems who's available and good for something motivation structures remember, money isn't always the best motivator.
