Action plans under the Strategic Approach will be developed by Governments at the national and regional levels and by intergovernmental organizations and international financial institutions.

At its second session, the Preparatory Committee for the Development of a Strategic Approach to International Chemicals Management agreed that the Intergovernmental Forum on Chemical Safety (IFCS) would prepare a thought starter paper with respect to the implementation of the strategic approach and taking stock of its progress.

In many instances, the Department is forced to take the latter approach so as not to disrupt the smooth functioning of the intergovernmental machinery, thereby effectively returning to the crisis management mode of operations.

The human rights based approach to development should be operationalized by States, the United Nations system and other intergovernmental organizations, including the international financial institutions, and should be the framework underpinning Millennium Development Goals and poverty reduction strategies, programmes and activities.

The main stakeholders in the Strategic Approach are understood to be Governments, intergovernmental organizations, non governmental organizations and individuals involved in the management of chemicals throughout their life cycles from all relevant sectors, including agriculture, environment, health, industry, labour and science.
