Consideration of the assessment report of the Technology and Economic Assessment Panel and the Intergovernmental Panel on Climate Change as it relates to actions to tackle ozone depletion At its twenty fifth meeting, the Open ended Working Group heard a presentation by the Technology and Economic Assessment Panel and the Intergovernmental Panel on Climate Change (IPCC) that included the ozone related suggestions contained in the special report on climate and ozone issues.

27. Concurs with the intention of the Secretary General to establish a panel of eminent persons, reflecting a diversity of views, to review the relationship between the United Nations and civil society, stresses that the terms of reference of such a panel should underscore the intergovernmental character of the United Nations, and decides to consider the recommendations of the panel through the respective intergovernmental process

These values are taken from the most recent assessment, published in the Intergovernmental Panel on Climate Change Technology and Economic Assessment Panel special report, and are considered valid for a 100 year time horizon.

In addition, two representatives of the Intergovernmental Panel on Climate Change (IPCC) GHG inventory technical support unit attended the meeting as observers.

The scientific evidence on climate change which the Intergovernmental Panel on Climate Change and others had compiled was more compelling than ever.

The Mauritius Strategy makes specific reference to the intergovernmental forest policy process, including the Intergovernmental Panel on Forests Intergovernmental Forum on Forests proposals for action, affirming in a separate paragraph the strong commitment of small island developing States to sustainable forest management and the work of the Forum.

In consideration of these facts, the special report by the Intergovernmental Panel on Climate Change and the Technology and Economic Assessment Panel considered actions that could be taken with regard to ozone depleting substances and their replacements.

The new programme designation on land degradation under GEF is expected to provide financial assistance to countries in the region to help in the implementation of relevant Intergovernmental Panel on Forests Intergovernmental Forum on Forests proposals for action.

In 2004, four Regional Forestry Commissions organized specific workshops and in session seminars on the implementation of the Intergovernmental Panel on Forests Intergovernmental Forum on Forests proposals for action and highlighted national forest programmes as vehicles for implementation.

They may include, inter alia, reform and improvement of the participatory processes and modes of major group engagement and a focus on monitoring and reporting on the implementation of Intergovernmental Panel on Forests Intergovernmental Forum on Forests proposals for action.

Further, environmental non governmental organizations contributed with a series of independent monitoring exercises, assessing the level of implementation of the Intergovernmental Panel on Forests proposals for action.

It cooperates with the Intergovernmental Panel on Climate Change, other conventions, and related organizations engaged in climate change impact assessment, systematic observation and mitigation of climate change.

Recently the headlines looked like this when the Intergovernmental Panel on Climate Change, or IPCC, put out their report on the state of understanding of the atmospheric system.

The special report by the Intergovernmental Panel on Climate Change and the Technology and Economic Assessment Panel concluded that the reductions in ozone depleting substances being implemented under the Montreal Protocol had and would continue to have substantial benefits for the global climate system.

Three members from international organizations  the Intergovernmental Panel on Climate Change (IPCC), the United Nations Environment Programme (UNEP) and United Nations Development Programme (UNDP) also participated in the meeting.

Scientific reports as well as the assessments of the Intergovernmental Panel on Climate Change itself   had furnished proof that climate change was due to human pollution of the atmosphere.

The Open ended Working Group is expected to consider the findings of the Technology and Economic Assessment Panel Intergovernmental Panel on Climate Change IPCPC TEAP report as it relates to actions to address ozone depletion and make recommendations to the Meeting of the Parties as appropriate.

As for economic collapse, the Intergovernmental Panel on Climate Change estimates that global GDP per capita will increase 14 fold over this century and 24 fold in the developing world.

The global forest crisis continues unabated despite more than 10 years of global forest policy dialogue in the Intergovernmental Panel on Forests (from 1995 to 1997), in the Intergovernmental Forum on Forests (from 1997 to 2000) and, finally, in the United Nations Forum on Forests (from 2000 onward).

Expressing its appreciation to the Intergovernmental Panel on Climate Change for its excellent work in preparing the Third Assessment Report, and encouraging parties to make full use of the information contained therein,

These impacts were estimated using the general equilibrium model MS MRT (Multi Sector Multi Region Trade) and supported by information from the Third Assessment Report of the Intergovernmental Panel on Climate Change.

The Convention has noted the importance of supporting the Intergovernmental Panel on Forests Intergovernmental Forum on Forests proposals for action, in particular those concerning the valuation of forest goods and services, and has stressed the need to harmonize the Convention's work with the proposals for action on traditional forest related knowledge.

In recognition of this fact, the Eighth Conference of the Parties to the United Nations Framework Convention on Climate Change took decision 12 CP.8 in October 2002, inviting the Intergovernmental Panel on Climate Change and the Technology and Economic Assessment Panel to develop a balanced, scientific technical and policy relevant special report.

Noting also the ongoing intergovernmental consultation process on the recommendations of the High level Panel on United Nations System wide Coherence,See A 61 583. where issues of gender equality and women's empowerment are addressed,

At its first session, the United Nations Forum on Forests adopted resolution 1 1, containing its multi year programme of work for 2001 2005, and resolution 1 2,1 containing a plan of action for advancing the implementation of the proposals for action of the Intergovernmental Panel on Forests Intergovernmental Forum on Forests (IPF IFF).

The coalition also facilitates the informed participation of non governmental organizations and indigenous peoples' organizations in these processes, including the Intergovernmental Panel on Forests, the Intergovernmental Forum on Forests, the United Nations Forum on Forests, the Convention on Biological Diversity,1 the United Nations Framework Convention on Climate Change2 and other relevant forest policy processes.

Collaboration with FAO, and its support to national forest programmes, provision of global information on forests, and undertakings through its Regional Forestry Commissions, have contributed to the implementation of the Intergovernmental Panel on Forests Intergovernmental Forum on Forests proposals for action as well as to monitoring, assessment and reporting on progress towards sustainable forest management.

(a) Develop, implement, publish and, as necessary, update national forest programmes or other strategies for sustainable forest management which identify actions needed and contain measures, policies or specific goals, taking into account the relevant proposals for action of the Intergovernmental Panel on Forests Intergovernmental Forum on Forests and resolutions of the United Nations Forum on Forests

There are clear linkages between decentralization processes and efforts of countries to achieve the goal of sustainable forest management as set out by the Rio Forest Principles and by actions agreed upon subsequently in the post UNCED process under the Intergovernmental Panel on Forests, Intergovernmental Forum on Forests, and now the United Nations Forum on Forests (UNFF).
