In view of the insufficient balance sheet corrections in the private sector and inadequate structural reforms, macroeconomic demand management tools will not work. Despite the ECB s aggressive approach, monetary policy in the absence of structural economic reform risks being ineffective.

Fifth, structural reforms are still occurring at a snail s pace, holding back potential growth. And, while structural reforms are necessary, some measures for example, labor market liberalization and pension overhauls may boost the eurozone s savings rate and thus weaken aggregate demand further (as occurred in Germany following its structural reforms a decade ago).

The pessimists third argument is that emerging economies are not implementing fast enough the structural reforms needed to support long term growth. Again, there is some truth to this argument structural reforms are needed everywhere.

While fears of meltdown have dissipated, these policies have been maintained or extended, with policymakers citing the fragility of the ongoing economic recovery and the absence of other, equally strong policy levers such as fiscal policy or structural reforms that could replace monetary policy quickly enough.

Recently, opponents of structural reform have put forward more exotic objections most notably the problem caused by deflation when policy interest rates are at zero. If structural reforms simply lower all wages and prices, it may indeed be difficult in the short term to counter the drop in aggregate demand.

These measures have been drawn from the National Health Policy, Education Sector Reforms, Labor Policy, Access to Justice Program, Police Reforms, Poverty Alleviation Program etc.

Structural reform cannot wait. Nationalism should be channeled toward securing public support for deep economic and social reforms.

Let us hope that the pace of recovery will increase as the necessary structural reforms are being completed.

Besides structural reforms, building new momentum will require pulling all possible levers that can support global demand. Accommodative monetary policy will remain essential for as long as growth remains anemic though we must pay careful attention to potential spillovers.

What the best structural reforms actually are remains a matter for debate. But in most countries, they include some combination of tax, labor market, service sector, and education reforms, as well as reforms in territorial administration, particularly in France.

The key is confidence. Germany must trust that its agreement to loosen the eurozone s fiscal belt will not lead to a slowdown of structural reforms, and countries like France need to know that excessive austerity will not exacerbate the impact of politically difficult structural reforms in the short run.

The further removed from it he is, the greater the temptation will be to alter the policy approach in response to popular pressures. This would involve less emphasis on fiscal and structural reforms, raising concerns in Berlin, Brussels, and Frankfurt.

Emerging markets are facing headwinds (owing to a fall in commodity prices and the risks associated with China s structural transformation and the Fed s monetary policy shift) at a time when their own macroeconomic policies are still too loose and the lack of structural reforms has undermined potential growth. Secondly, and more important, the experience of switching from recipient to donor status while carrying out structural reforms has not been without hardship.

Prime Minister Shinzo Abe s new government has embraced a revolutionary (rather than evolutionary) economic policy approach that engages several initiatives, some of which were once deemed implausible, unthinkable, or even undesirable. From the doubling of the money supply to additional fiscal stimulus and wide ranging structural reforms, the new policy paradigm is nothing less than one of the boldest economic policy experiments in Japan s post war history.

In its 2009 Employment Outlook , the OECD took a hard look at its favored policy reforms and found them deficient in helping countries adjust to a finance driven recession. Or a weaker euro could be had if the ECB were willing quite unlikely to ease monetary policy further to allow real depreciation. But a weaker euro would not eliminate the need for structural reforms otherwise, the benefits would go mostly to countries like Germany that undertook painful reforms to restore competitiveness via a reduction in relative unit labor costs.

Last but not least, there are longer term structural reforms, such as labor market reforms that increase flexibility without leading to large scale lay offs (a model rather successfully implemented by Germany). Similarly, retirement and pension reforms can increase long term fiscal sustainability without generating social conflict.

MILAN At the end of this month, Italian voters will choose their next government, from which they expect jobs and a more level economic playing field and from which Italy s European partners expect structural reforms and fiscal probity. What should the new government s economic policy agenda be?

First, not everything that Germany is arguing is wrong the urgent need for medium term fiscal consolidation and structural reforms to increase the crisis countries competitiveness will not go away. Equally important, however, is the reduction of economic imbalances and European policy coordination to enable growth.

The first option, a sharp weakening of the euro, is unlikely, as Germany is strong and the ECB is not aggressively easing monetary policy. A rapid reduction in unit labor costs, through structural reforms that increased productivity growth in excess of wages, is just as unlikely.

The Spanish government announces additional fiscal cuts and structural reforms. Bolstered by funds from the European Stability Mechanism, Spain remains financially afloat for several months.

My own view is that the three arrows of Abenomics 1.0 basically had it right whatever it takes monetary policy to restore inflation, supportive fiscal policy, and structural reforms to boost long run growth. But, though the central bank, under Governor Haruhiko Kuroda, has been delivering on its side of the bargain, the other two arrows of Abenomics have fallen far short.

That policy, almost instantly dubbed Abenomics, comprises what have been called the three arrows bold monetary policy, an expansionary fiscal stance, and structural reforms to stimulate private investment. Hosting the Olympic Games in Tokyo in 2020 has added a fourth arrow to this quiver in the form of increased infrastructure investment and tourism revenue in the years leading up to the Games.

Conventional policy advice urges innovative monetary interventions bearing an ever expanding array of acronyms, even as governments are admonished to spend on obvious needs such as infrastructure. The need for structural reforms is acknowledged, but they are typically deemed painful, and possibly growth reducing in the short run.

Moreover, monetary policy cannot be a long term substitute for structural reforms and sustainable budgets. Long periods of zero real interest rates carry the danger of asset bubbles, misallocation of resources, and unintended effects on income inequality, as recent history not least in the US and Japan demonstrates.
