What the best structural reforms actually are remains a matter for debate. But in most countries, they include some combination of tax, labor market, service sector, and education reforms, as well as reforms in territorial administration, particularly in France.

The key is confidence. Germany must trust that its agreement to loosen the eurozone s fiscal belt will not lead to a slowdown of structural reforms, and countries like France need to know that excessive austerity will not exacerbate the impact of politically difficult structural reforms in the short run.

Secondly, and more important, the experience of switching from recipient to donor status while carrying out structural reforms has not been without hardship.

Last but not least, there are longer term structural reforms, such as labor market reforms that increase flexibility without leading to large scale lay offs (a model rather successfully implemented by Germany). Similarly, retirement and pension reforms can increase long term fiscal sustainability without generating social conflict.

In countering that threat, in addition to establishing security belts around the country, it is very important to bring about profound structural reforms in the Afghan economy.

In 2005, China was experiencing currency appreciation, which, as other fast growing economies in East Asia have demonstrated, can stimulate the government and businesses to pursue structural reforms and industrial upgrading. But the subsequent increase in official fixed asset investment which rose by 32 in 2009 alone delayed structural reforms, while over capacity and a real estate bubble became even larger and more deeply entrenched problems.

Of course, these fears are accompanied by the hope that structural reforms and monetary expansion work in harmony, boosting employment and output without raising inflation by much. But the reality is that steps toward looser monetary policies are non existent especially with the fledgling European Central Bank anxious to establish its inflation fighting credibility and that steps toward structural reforms are half hearted, hesitant, and small.

One problem seems to be conditionality, with countries unwilling to commit to complementary fiscal and structural reforms. In short, Japan is in the midst of a far reaching transition to a more open future. We are determined to press ahead with the structural reforms needed to succeed.

Deeper European integration, stricter equity requirements for banks, and deeper but homegrown structural reforms are certainly key elements of any solution. Further aid to the European periphery is still badly needed.

As a new IMF report acknowledges, structural reforms there have failed to produce the intended effects, partly because they ran up against political and implementation difficulties, and partly because their potential to increase growth in the short run was overstated. In fact, as China pursues structural reforms aimed at ensuring its continued development, forced depreciation is about the last thing it needs. It would also be highly problematic for the global economy.

Beyond 2013, growth must depend on either the elixir of structural reforms, or a strong revival of the global economy. But a revival of economic growth in the short term is unlikely.
