At least the measures involving major reforms or amendments to the Charter must be adopted by consensus.

We strongly support all of the Secretary General's proposals on improving the Organization's structure and management methods and consider that such reforms are a major component of the package of reforms under consideration.

To try to address some of these problems I have launched two sets of major reforms during my time as Secretary General.

In the US, many companies expect major budgetary reform but they are not yet able to assess the impact on their future operating profits. In Europe, politicians are aware of the need for major structural reforms, including those required to solidify regional integration but companies lack adequate clarity about the components of such reforms.

Furthermore, China has not yet completed its market orientated reforms, which could unleash major growth potential in many areas. Given the role that institutional factors play in China s corporate debt problem, such reforms could go a long way toward resolving it.

No major reform has been undertaken through consensus, though successful reforms usually generate a broad consensus a few years later. At that point, reforms can be carried forward by those who had initially opposed them, as happened in Denmark and Sweden.

I believe these reforms are long overdue and, if done properly, could have a major impact on modernizing the Organization and making it more responsive.

Without such reforms, the nexus between drugs and terrorism will continue to be a major threat to Afghanistan's national security and to the Government's effective functioning.

To revitalize public administration in the twenty first century, major institutional reforms are needed in line with efforts to build and sustain a sound public management system.

The best response would be to enact strong controls on budgets, together with structural reforms to promote growth. In the US, which has the most progressive income tax among the major economies, federal tax reforms that would lower the rates and broaden the base are being discussed.

Thailand, under my administration, has gone through major economic and political reforms, which were successful only because I launched a management reform of unprecedented scale at the same time.

Nearly all the major institutional reforms, such as strengthening the legislature, holding village elections, and building a modern legal system, were launched in the 1980 s. Since the Tiananmen Square massacre of June 1989, however, not a single major democratic reform initiative has been implemented.

GRAP proposes a set of key reforms and another set of supporting reforms including Institutional reforms. Reforms in policies, budgeting and public expenditure mechanisms. Reforms to increase and improve women's employment in public sector organizations.

We are heartened by progress towards the establishment of the Peacebuilding Commission and the decision to create a new Human Rights Council, which constitute major institutional reforms in their own right.

Before the completion of its extraordinary session in late December 2004, the National Assembly adopted most of the major legislative reforms envisaged in the Linas Marcoussis Agreement which were subsequently promulgated.

In many cases, comprehensive reforms aimed at inducing sufficient agricultural investment and providing adequate social protection could facilitate major reductions in poverty and hunger. This includes ensuring that people have reliable access to potable water and adequate sanitation.

Support for security sector reforms

In that connection Ukraine requested the European Union and the United States, two of its major trading partners, to recognize it as having a fully developed market economy following the important reforms carried through over the last two years.

These are reforms that are within reach reforms that are actionable if we can garner the necessary political will.

They need to work with boards and senior management to ensure that major reforms are implemented and then consistently applied. Regular exchanges of views between oversight officials and the banks should be regarded as a crucial component of this process.

The Lisbon Treaty also succeeds in tackling another major weakness of the EU its ineffectiveness. By means of extensive reforms to the structure, operation, and decision making processes of EU institutions, the treaty enhances their effectiveness and enables greater dynamism.

Third, trade reforms can help smooth international macroeconomic fluctuations and contribute to an orderly resolution of global imbalances. A successful Doha Round would thus complement the international collaborative efforts underway, with IMF involvement, to tackle external imbalances among the major economies.

While Latvia had undertaken far reaching legal reforms, there still remained many problems relating to the implementation of those reforms.

These reforms are across the board.

The reforms must also strengthen multilateralism.

Institutional reforms to promote global cooperation

To be sure, in recent years, the European institutional framework has undergone major reforms that reflect the principles of Maastricht 2.0, such as the need to emphasize national responsibility for public finances and international competitiveness. But the reform process remains far from complete.

For all these reasons, the institutional reforms that are contained in the constitutional treaty are still urgently needed. If Europe is to fulfill its role as a major global actor, its scope cannot be limited to that of a large common market.

China s New Reforms in Theory and Practice

They were busy working for social reforms.

Globalization compels us to seek these reforms.

What the best structural reforms actually are remains a matter for debate. But in most countries, they include some combination of tax, labor market, service sector, and education reforms, as well as reforms in territorial administration, particularly in France.

The rest of emerging Asia will also converge reasonably quickly, though not as quickly as China. Latin America, however, will likely converge only very slowly in the absence of major structural reforms that increase its ability to invest and improve the quality of education.
