The proposed budget for the Yugoslavia Tribunal (A 60 264) indicates estimated resource requirements for the biennium 2006 2007 at 320,842,900 gross ( 289,675,800 net), as compared with 329,501,900 gross ( 298,437,000 net) for the revised appropriation for 2004 2005 the proposed final appropriation for 2004 2005, as noted above, amounts to 308,305,200 gross ( 276,474,100 net) (A 60 575, table 1).

In addition, IAEA has provided its expertise for the planning of the proposed World Bank post Chernobyl recovery project (see paras. 21 23 above).

Support was expressed in the Working Group for the provision proposed as draft article 88 (2), and the view was expressed that the proposal reflected the discussion on this topic in the Working Group (see above, paras.

Consequently, a net additional provision of 2,405,600 is sought over and above the resources indicated in the proposed programme budget for the biennium 2006 2007, as supplementary programme budget proposals under the terms of financial regulations 2.8.

Additional provisions of 55,200 (representing 44,800 for section 2 and 10,400 for section 28D of the proposed programmed budget) over and above the resources initially proposed for 2006 2007 would be required for the holding of four round tables.

It is anticipated that the majority of the individual concrete measures contained within the draft plan will be relatively uncontroversial, particularly if the plan can be accepted as a guiding document to be implemented by individual stakeholders as appropriate and reviewed within a few years, as proposed above.

The staff assessment decrease, as shown in column 5 of the table above, is explained by the reduction in staff assessment rates by 20 per cent, as proposed in the report of the International Civil Service Commission for the year 20051 effective 1 January 2006.

Based on the information provided above, therefore, one option to be considered by the Assembly is to write off the full amount of assessments and credits outstanding for the former Yugoslavia as proposed by the five successor States.

Proposed draft article 88a (1) would be retained in the text of the draft instrument as a basis for continuation of the discussion at a future session, subject to possible drafting adjustments in light of the above discussion.

As indicated in paragraph 2 above, the General Assembly, in its resolution 57 321, requested the 2004 Working Group to consider the proposed methodology on troop costs contained in the report of the Secretary General (A 57 774).
