Panama stated that the acceptable languages for requests for judicial assistance addressed to the Republic of Panama were Spanish and English.

Most States reported having strengthened their legal framework in order to facilitate international judicial cooperation.

By 30 November 2004, China had signed 32 criminal judicial assistance treaties with other countries, 24 of which are now in effect.

The Commission urges the Government and Congress of Colombia to take into account international human rights law and international humanitarian law in the process of reform of the justice system, so as to guarantee judicial control over actions by the State, ensure judicial guarantees for its citizens and ensure that the military is not granted judicial powers in a manner inconsistent with international obligations.
