Private capital flows have come to play the dominant role in development finance, eclipsing both official bilateral and multilateral flows.

Currently, foreign direct investment has been the largest source of private flows.

Third, international private investment flows are essential. It is the private sector that will finance most low carbon, sustainable growth. Public funding should help leverage climate friendly private investments. With regard to the mobilization of international financial resources for development, we believe that international private capital flows, and in particular attracting foreign direct investment, is an essential complement to international and national development efforts.
